    Singapore Airlines are awarded a 7/7 safety rating but their low cost subsidiary Scoot have a safety rating of 5/7 which appears to be due to lack of IOSA certification. Is this certification expensive for an airline and is it possible that some low cost airlines opt out of this audit to keep costs down ?

    Yes it is expensive and it could be a reason. It could also be that being an affiliate of SQ they don't feel the need to pay for certification because they already follow the IOSA guidelines through SQ.
