Why doesn’t Southwest Airlines have an IOSA rating?? This is the airline we choose to fly, as we don’t need the perks with more expensive airlines when we only need to fly short distances, and don’t fly often. We’ve always been pleased with their service, with a few rare discouraging exceptions. So explain why this popular airline doesn’t have the IOSA blocks filled?

You'll have to ask the airline why they don't do IOSA. Many excellent low cost carriers like Easyjet and Ryanair also don't do IOSA but have excellent safety standards. IOSA however is the global leader and is proven to work - look at China and Russia for examples - they have had great turnarounds in safety greatly in part to IOSA.
